Newly Uncovered HHS Meeting Reveals Plans for Federal Database to Track Those Who Refused to Take the Covid Vaccines

“But there has been interest expressed in being able to track people who are not immunized or who are only partially immunized.”

At a Center for Medicare and Medicaid Services (CMS) meeting on September 14, 2021, a panel of public health experts began laying the plans for the federal government to track vaccine refusers.

“We have had interest in coding people who are not immunized for COVID 19,” said a Medical Officer named David Berglund. “Let me display it.”

“So during the time of this pandemic with Covid 19, people have now been having immunizations for a number of months, and these provide protection for people who are immunized,” he continued. “But there has been interest expressed in being able to track people who are not immunized or who are only partially immunized.”

“And at the current time, there can be considered to be a significant modifiable risk factor for morbidity and for mortality, and it can be of interest for clinical reasons, as well as being of value for public health reasons to be able to track this,” he added.

Berglund then gave the timeline for implementation of the new codes for the ICD-10[International Classification of Diseases, 10th edition].

“NCHS [the National Center for Health Statistics] is therefore proposing creation of codes related to people being unvaccinated for Covid-19 and for being partially vaccinated for COVID 19. This is proposed for early implementation on April 1st, 2022. Therefore, comments are requested by October 15th, 2021. That would be approximately one month from now. just to look at how this would fit and where we would locate it in the classification.”

The September 2021 CMS meeting was first uncovered by the National File.

The CMS, which is a department of Health and Human Services, came up with the following Covid vaccination codes for the ICD-10 implemented in April 2022.

  • Z28.310 Unvaccinated for COVID-19
  • Z28.311 Partially vaccinated for COVID-19
  • Z28.39 Other under-immunization status

Per the ICD-10-CM table, “These codes should not be used for individuals who are not eligible for the COVID-19 vaccines, as determined by the health care provider.”

ICD-10 codes are used for the purposes of hospital records, insurance billing, and health data analysis.

There are important facts about these ICD codes to bear in mind.

  • These ICD codes pertain directly to vaccine refusers, and not those who are ineligible due to contra-indications or age group
  • Data reporting practices changed drastically during the Covid “public health emergency,” increasing case data reported to the federal government
  • Hospitals were mandated to provide the data to the U.S. federal goverment, which increased compliance at local level from 60% to 100% compliance
  • The ICD codes are reported to the World Health Organization
  • The World Health Assembly in 2019 adopted the ICD-11, which came into effect on 1st January 2022
